Procedures of vehicles importation:

Policy of importing vehicles shall be applied pursuant to the Ministerial decision No. 17 for 2006 dated 28 August 2006, pertaining to brand new and second hand/used vehicles of different types, according to the following rules:

 

First: New Rules:

Vehicles are imported in accordance with the rules and conditions for the following purposes:

(1) Importation for Commercial purposes:

(a)  Importer shall have a valid importers and exporters roll.

(b) Importation shall take place in the country of origin.

(c)  Vehicles shall be brand new in the same year of importation.

(d) Vehicles shall be consistent with the specifications.

(e)  Trucks and tankers shall be consistent with the rules of protection of roads.

(f)   Importation shall take place through the local agent registered in the commercial agents Controller.

(g)  Importers shall provide after-sale services for (5) years of each imported vehicle and shall submit an undertaking to the Ministry of Foreign Trade.

 

2- Importation for Investment purposes:

Importation shall take place in accordance with the rules and conditions specified by the Ministry of Investment.

 

3- Importation for Personal Use:

A Sudanese national shall have the right to import only one vehicle for personal use (save trucks, equipments, and trailers) in accordance with the following: 

(1) Small cars:

a.      Small cars of which the engine capacity is 1000 CC shall be brand new, and have zero mileage reading.

b.     Small cars, Toyota Hilux, and four-wheel drive, provided that their age doesn’t exceed three year.

c.     5-ton Light trucks, provided that their age doesn’t exceed three years.

d.     Evidentiary documents showing address, and place of work of the concerned person…etc shall be presented to the competent authorities.  

(2)  Passengers Cars:

The following types of passenger cars may be imported subject to the conditions of importation and provided that their age shall not exceed five years:

a.      Buses of 40 passengers and more.

b.     Mini-buses of less than 40 passengers and more than 20 passengers.

c.     Mini-buses of less than 20 passengers and more than ten passengers.

d.     Vehicles of special use such as fire engine, police and ambulance vehicles and light …??????……...

 

(3)  Vehicles for goods transportation:

The following types may be imported for commercial purposes and in accordance with the conditions specified for commercial business:

(a)  Tankers and trucks of less than 20 tons provided that their age shall not exceed 12 years.

(4)  Trucks of twenty tons and more, provided that their age shall not exceed 15 years, not including the year of fabrication.

 

(5)  Mobile Equipments:

They include earth moving machinery, cranes, pavers and agricultural machinery and equipments, provided that their age shall not exceed ten years.  

Second: General Rules:

1.     All equipments and vehicles are subject to the Sudanese specifications and trucks and heavy tankers shall be subject to the Roads Protection Act.

2.     Small vehicles, Toyota Hilux, four-wheel drive, mini buses of all kinds shall not be allowed to be used for personal purposes, unless upon acquirement of a prior approval of the Ministry of Foreign Trade following presentation of evidentiary documents.

Third: Exceptions:

(a)  No vehicle that exceeds the age limit provided for herein is allowed unless upon a permission from the Minister of Foreign trade. Charges payable for non-respect of the vehicle age limt will be specified later.

(b) The following categories shall be excepted and shall be allowed to import one vehicle for personal purposes, provided that its age shall not exceed ten years:

 

1- Diplomats:

A letter approved by the Ministry of Foreign Affairs showing the duration of work abroad and the date of return and reporting back at the Ministry HQ.

 

2- Persons sent in scholarships

a. The scholarship period shall not be less than two years.

b. A letter approved by the entity to which the person belongs showing that he/she has reported to his/her unit.

 

3- Seconded persons:

a.      That the secondement period shall not be less than two years.

b.     Secondment shall take place through a governmental authority and not through a personal contract.

c.     Approved letter issued by a competent governmental authority showing secondment duration and date of reporting to his/her unit.

 

3.     Expatriates:

a.      That the expatriate period shall not be less than three years and that the return shall be final.

b.     Presenting a letter approved by the Organization of Expatriates Affairs Authority showing the expatriate period and confirming that the return is final.

4.     Returnees in accordance with CPA:

This category includes civilians, military personnel who returned home after signing of the CPA, 2005, in accordance with following:

(a)  Military personnel shall present a letter approved by the SAF HQ or SPLM Leadership confirming that they sought refuge in other country and showing the date of their return.

(b) Civilians shall submit a letter approved by Refugees Commissioner or SPLM leadership confirming that they sought refuge and the date return.
